Peking, Octuber 6, 1909. WITH reference to your despatch No. 244 of the 20th August, I have the honour to enclose a copy of a note addressed to Prince Ch'ing on the 22nd September, in which I reminded his Highness of his assurance of the 20th July respecting the infractions of the Shanghae-Ningpo Railway loan agreement.

I was aware unofficially that some steps were being taken to obtain the removal of the president of the Chekiang Railway bureau, who is the person mainly responsible for the irregularities we complain of, and I saw from a decree of, the 14th August appointing this man, Tang Shou-ch'ien, to be provincial judge in Yünnan, and

It seemed evident, however, that proposed to effect this in a characteristic manner. T'ang was not anxious to take up the new appointment, and it was with the object of hastening his movements that I wrote the note of the 22nd September.

Not receiving any reply, I brought the matter up at the Wai-wu Pu on the 4th, and pressed for an official statement of the action which Prince Ch'ing proposed to take. Liang Tajên said that T'ang was about to come to Peking for audience prepa- ratory to taking up the Yunnan judgeship, and the intention of the Wai-wu Pu was to I carry out the strict terms of the loan agreement as soon as he was out of the way. was promised a reply to my note at an early date.
